Despite the battle field victories against the Ethiopian army, the liberation movement was faced with a serious situation that threatens its existence.
The drought, aggravated by the Ethiopian indiscriminate aerial bombardment, caused the Eritrean farmers to abandon their farm and flee for their live. Those who tried to stay were subject to torture by the brutal Ethiopian army.
The international donors refused to give aid to the liberation movement claming that they can not do business with rebellions. The aid that was given to the Ethiopian government was used to feed the army. The liberation movement had to find ways not only to feed its fighters but also the millions of Eritreans. The ever increasing number of Ethiopian prisoners of war was also a huge burden.
